no audio, could have been telling him to get on the ground etc. and the guy was saying fuck you or something. The taser is used when suspects are non-compliant to commands, you do not have to first try using your hands on someone, the taser is made to reduce injury to officers and suspects from fist fights and baton strikes. The officer knew it was recorded, so I will be surprised if did it just for fun.
